2001 Merc 3.0 manifold replacement

I need advise on replacing the manifold on my 18 year old fresh water use only 3.0 manifold. The current manifold is part number 806867C with the bolt on end caps. The Mercury replacement is number 86023503. I do have the Merc Service Manual #26 in digital form, but it doesn't seem to have the steps for manifold replacement, maybe I just overlooked it?

I know the basic steps involved for removal of the old. My questions have to do with reassembly of the new parts, mainly things like should I remove the paint from gasket surfaces? should I use gasket sealer and if so what type? should I use a Loctite type product on the mounting bolts that go to the cylinder head and what type? At 18 years old I also plan on changing the riser and flapper. Any advise and or links with info on this would be greatly appreciated.

No need to remove paint
i use permatex #3 on the bolt threads, not loctite

Thanks Scott. What about some type of gasket sealing compound like "Perfect Seal", or just install dry?
