2001 Merc 40hp turns over fine but won't start

I have a Mercury(Tracker brand name)40hp outboard that will not start. It tries to start on initial crank then just kinda freewheels like it isn't getting any spark. I also noticed diswcoloration in the water when I tried to start it and a strong fuel smell like it was flooded. Anyone have any ideas? I'm a 1st time boat owner and know nothing about outboards.

The starting points are: Good battery? Good starter? Good compression? Do you get fuel? Do you get spark? Free flow of air? Once you isolate the problem area, continue from there. Good luck.

Check the kill switch and make sure that it is in the RUN or ON position. With the kill switch off you can crank the motor all day and pour lots of gas through it without it firing. Common thing to overlook.
