I have a 192, 2001 with the VDO. I had this problem twice. If the clock is working, then the fix is somewhat easy.
If you have power and the clock works, the issue is most likely the foil push buttons. There are 3 mylyar/foil wires from the 2 push buttons. What happens is that the dished metal idomes inside the push buttons eventually move inside the laminated push buttons and short out the button like it is constantly being pushed. When you power up the dash, it goes through a self check, and if the button (or both )are pushed, the guages never boot.
To see if this is the issue, disconnect the switch by removing it from the head unit. There is a clip that the mylar wires go into. If when those are removed, and the guages work, then email me and I will tell you exactly how to repair the push buttons. Unfortunately, I could not find a replacement for the push buttons, and I even spoke directly with Randy Rinker and he did not know where to find them either.
If pulling the wires off does not work, then you have some other issue. But I have helped at least 10 people with this exact issue, and each time it was with the switch.
If you have no power to the clock, the issue is at the engine at the big red reset button. I had that occur once, and some cleaner did the job.
