2001 Yamaha 0x66 SX225TXRZ leaking fuel out top of vst (hpp) electrical ground

I've change the high pressure pump 66k-13907 (PP147) because it went out. after taking my 240 bay scout out it was running like crap so I noticed the fuel leak out of the top of the vst from green terminal. I took the vst apart again and noticed the two number 18 (65L-14227) o-ring that came with the pump seamed a hair smaller than the original so I switched to get a tighter fit between the insulator and the top of the vst to fix the problem. at first I thought it was fixed went out and it started again. I noticed that the number 24 (65L-1416A) o-ring had a nick but I didn't think it was enough to matter. Does anyone know what the problem is?

I know nothing about that motor, but if fuel is coming out of the top of VST I would think the float whould close off the needle and seat before the liquid level got that high

It does it when running. The high pressure pump sends it too the fuel rails and then the injectors.
I ordered the two o rings (18&35) for that side, the insulator and the #24 for the center. I'll see what happens.
