2001 yamaha 115f RPM dropping

I had 2 new cylinders, head gasket, and some exhaust work done to my engine and now a year later running around 3800-4200 engine surges like its not getting enough fuel but give it a little more throttle and it fine. Is it more then just plugs and filters? After that then what?
