The last few times out on the lake the engine has become harder to start and nearly stranded me. Once started it runs great! When I turn off the engine it usually starts up immediately with ease but if it sits or if I pump the throttle it acts like it floods. The Holley carburetor has several numbers on it and I have not had much luck in figuring out what the proper re-new kit is - here are the numbers: 5925, 3857981, 80316-3, and 3629 - I think it is a 2300 since the engine is a Volvo Penta 3.0L. I noticed some fuel on the top of the float bowl around the adjustment screw and I carefully (1/16 turn) loosened the float bowl setting screw and fuel started leaking out. I'm thinking that the float level is not correct causing the inlet needle not to seat properly. Someone previously was in this carburetor because I can see that the float bowl screws have been loosened and the setting glue/paint is marked up. I'd like to simply remove the float bowl, correct the issue and replace the inlet needle. I'm willing to give it a go considering that it should be an easy task, - - or should I just unbolt it and drop it on someone else's desk? I'm thinking that digging into the whole carburetor may just cause other problems (not knowing how knowledgeable the tech is) and it is probably something simple. If you are talking about the flat screw in the middle of pic 2, that is a locking device for the adjustment nut right below it. The adjustment nut is connected to the needle/seat unit and can move it up and down. The screw on top is used to tighten it down at the proper level. Fuel will come out there if under pressure, that flat screw on top should not be loosened much or fuel will spray out.

There is a sight plug on the side of the bowl. Proper level is when fuel is just trying to come out that hole. If when you remove the sight plug and fuel runs out then the level was too high. You have to get the level down first, then move the adjusting nut to where the fuel level will be low, start engine and with the sight plug out slowly move adjusting nut in increments, pausing in between adjustments, until the fuel just starts to come out of the hole.

All this should be in a carb kit instructions. I bet also a google search would turn up a document from Holley or others with a better description of this process on that type of center-inlet carb.

Holley makes a "clear" sight plug, I like to use that, can save some fuel mess on the intake. The fuel level when viewed thru the clear sight plug should just be visible at the bottom of the site, up on the plug some, like 1/32".

Could I install the standard Holley 0-7448 2300 350 CFM carburetor (from Summit) in place of the one currently installed on the boat?

A new carb might be ok but it is not likely that your whole carb needs replaced. Why wouldn't you just have yours rebuilt? Or do the fuel level adjustment at least, that is free.

That's an automotive carb, not a marine carb. Not legal and quite dangerous.
