2002 60hp 2stroke Bigfoot RPM loss

This is on a pontoon boat. When in neutral and revved up I am hitting 5500 RPMs, but when put in gear Im only getting 3500 RPMs across the lake. Was running rough before this, so I started throwing money at it, with new plugs, 3 new coils, gas filter, sea foam, marine stabuild. One question I have is, does this motor have some sort of limiter for RPMs when in gear? I think it is suppose to be running around 5000 RPMs at full throttle. After putting the new coils on it ran about 5000 rpms for about 30 seconds, then back down to 3500. But if you put it in neutral and revved it up, I could get the 5500. Any suggestions? thanks

Your problem might be as simple as the wrong prop, if you have way too much pitch your motor will not come up to speed under load, I have the same motor on my 26' pontoon and im running an 11 pitch. If you have a high pitch prop ment for a speed boat you will never get to the right WOT rpm.

Thanks for the reply Matt. What makes me wonder, that it is not the prop is that, right after putting the new coils on, it reached about 5500 rpms for about 30 seconds, then went down to 3500 rpms in gear. I forgot to say that a mechanic also put carb kits in all the carbs too. Before this problem it used to reach 5000 rpms with the prop that it has on it... Is the prop stamped with the pitch on it, usually? I will have to check the pitch. If anyone has any other suggestions, thanks...
