2002 Johnson 50 'chugs' at 3000 rpm

I have a 2002 Johnson J50PL4ST fuel injected 4 stroke. It runs great, EXCEPT for the first 5-7 minutes. When I first take it, out when it's cold, it will not go past 3000 rpm. When I try, it 'chugs' and I have to back off the throttle. After about 5-7 minutes of driving at 3000 rpm, I can move past 3000, to normal operating speeds. And after it has warmed up it doesn't seem to have this problem.

Does anyone have any suggestions?

Check for a sticky neutral switch.------A part found on the MOTOR shift linkages.-----Not the neutral start switch found in the control box.

I would think in terms of filter cleaning or replacement, and injector cleaning. Should be a procedure in the service manual (might try Ebay for a manual).
