2002 mercury 150 saltwater will not idle

i have a 2002 mercury 15o saltwater series it doesnt want to start unless its throttled real high once it starts it revs
but will stall when it comes down .it sputters and it seems like it runs out of fuel the primer ball stays hard and i can see fuel in the clear filter fuel sample looks good i put seafoam in the tank and filled carbs with fuel ans sea foam mix and let sit far a couple of days seems to run alittle better but will not idle would the next step be to rebuid the carbs and where is the best place to get the kits

Although it is likely the carbs, you might ohm out the stator. That motor should have high speed and low speed windings. if the low speed winding is bad, it would act like that. When were the carbs last cleaned? Did it sit around with gas in the carbs for 1 year?

Yes it sat since last year I don't think the carbs were drained are they hard to rebuild and any recommendations on where to get the rebuild kits
