2002 Mercury 90 hp 4 stroke

Pulled out all plugs. The third cylinder plug was covered in carbon. Put new plugs in, also replaced coil packs. Once again the third plug is covered in carbon. Ran up to 5400 RPMs on land took it out in the water thinking it was going to run great and only got it up to 2200 spitting and sputtering had to turn back take out of the water. Motor only has about 180 hours on it. Wanting to know if it’s a fuel injector issue? Or the carb? Also looking for a 2002 manual For my 90 ELPT model. Have had trouble locating one. Thanks for any suggestions

Yes. Fire on all before I put it back in the water, but I haven’t checked it again yet. Plug is dry
I put new coil packs on have no fire. Realize the wires that came on the new coil packs were trash. Put the old coil packs back on with thick plug wires, then have fire on all four cylinders.
