2002 70 hp four stroke Johnson (J70pl4sn) tilt and trim will not raise the motor. It will lower it but will not always raise it. It worked for a time but then stopped raising the motor. Battery is fully charged and I hear a clicking in the switch on the motor. Any suggestions where I should start to look for the problem?
