2003 Glastron SX 195?

I recently purchased a 2003 Glastron SX 195 with the mercruiser 4.3 190 hp carbed engine. Boat weighs around 2500 im guessing with a full 31 gallons of fuel. It came with a Solas Saturn 14x23 SS propeller and a SE 300 Hydrofoil. I also Installed a new Faria GPS speedometer and Faria Tachometer. In a pretty choppy lake at full throttle with the prop trimmed I max out on speed at 40 mph and 4000 rpm. Im sure theres a much better prop out there for this boat to gain speed and acceleration.

Well your engine has a WOT range of 4400 - 4800 rpm. If the engine is in good shape and in tune, it would appear you are over propped. A 19 or 20 would be a better choice

You are overpropped, meaning the prop on there now is too high of a pitch. You need to go down to a 19 pitch prop to get the top RPM's your engine can hit into the 4400-4600 range.

Hard to recommend 2 changes, like pitch and number blades scientifically. Probably go with same brand and style you have now just in a 19 pitch and see what happens. I think I would take the foil off too, just to start fresh and see what it really needs.
