2003 Mercury 25 HP bigfoot gas tilt assist

My son just got a Tracker boat with a 2003 Merc 25 hp bigfoot 4 stroke. Can someone please tell me how the gas tilt assist is supposed to work. It looks as though it only helps in lowering the motor, are you supposed to let it all the way down or just where it seems to be at the best angle and then run it at that angle. Thanks for any help.

Is there a long bolt that goes through the holes low at both transom brackets?
If there is not I guess you lower the engine to wanted angle, and then "close" tilt assist with the lever/handle.
