2003 Mercury 9.9 4 stroke idles and dies with throttle

My kicker runs and starts at an idle, but dies as soon as you try to put any throttle to it. Unless the choke is on. Then it will accellerate a bit but then start running poorly because the choke is on. I assume I have an issue with a high speed jet??? Carb has been apart twice. 120 PSI air has been blown through all of the passages, shouldnt there be a small pinhole somewhere on both of the jets that extend to the bottom of the bowl? I only have one with a pinhole, the other has a brass plug with an oring?? Whats behind the brass plug. To me it looks like tarnished brass (black/greyish) but I cant get anything out of it.
