2003 Tahoe Q3 Tracker No Spark (1090412AD)

First boat, still learning. Have worked on cars for most of my adult life. Picked up this boat and installed a new steering cable and ignition because they were both removed. The ignition had the wires hanging out, but I am pretty sure that I have the wires in the right position. My only confusion were the 2 M pins. Also installed a new starter relay because the one that was there was just clicking, and there was power to the bottom terminal. There was some melting that was wrapped with electrical tape, so I redid the splices with solder sleeves. Also replaced the battery with a 1000CA marine battery. After finally making the repairs the engine cranked. Most of the time it will just crank endlessly. 1/20 times the engine will catch, and die almost immediately. Any ideas or manuals would be appreciated. I can't seem to locate the service manual on the site.
