2003 Yamaha 150 TXRB will not go over 2500 RPMs

I have a 1900 cc Sea Pro with a 2003 Yamaha 150 TXRB. Just bought it from a dealer. Sea trial went fine. Then had dealer change the plugs and lower unit. Filled her up with gas and took it out. The motor ran very rough and eventually died. I figured that it was bad gas, so I drained the tank and filled with fresh, high octane gas. She ran great for about 20 minutes, but then would not go over 2500 RPM. When I got home, I looked and there was a hose running from the bottom of the crankcase to the intake that is loose. The loose hose is part No. 28 on the attached jpeg.

My question is this: is the loose hose my problem? If so, I'll just reconnect it and take her out. However, I do not want to do that if I'm having some other problems that may cause damage to the outboard.

This is a carbed 2-stroke, correct?
Mine was doing the same thing and it turns out the high speed jets in the carbs were clogged pretty good.
Got them cleaned out and she runs like a champ.
I don't believe you should be putting the higher octane gas in it.
Someone will post up and verify this.
Also, if you don't have a fuel water separator on it, get one installed.

If you just bought it I would take it back and have them check it out. If you run cylinders lean it will eat pistons
