2004 4.3 GL-C overheating at idle and under 30MPH speeds

Hello,

I have a 2004 Four Winns and I'm overheating when I'm not going fast. If I full throttle it when it's getting hot it does come back down fairly quickly. I just replaced the thermostat and impeller. Replacing these fixed my original issue that EVERYTHING was overheating. Now, all of the hoses are cool/slightly warm except hose #16 in the attached diagram is scalding hot. Any ideas what I could check from here? Thank you!

Solved... I'm an idiot. I bought the service manual from here and I put the impeller in backwards... Lesson learned lol

It appears this is an intermittant issue... Had it out yesterday and was cruising along at 5-10MPH (no wake due to rain) and slowly creeped up to 200. Turned off the engine, cooled right down, started again came up to 200 again and went back to neutral and it cooled down to about 140... Any ideas on where to go from here? I'm thinking the clear-hose test...
