2004 Johnson Saltwater 90hp - Revs blipping >3,500

Hi everyone. This is my first topic/post...so I want to introduce myself and say thanks in advance. I was lead here by a problem with a 04' Johnson.

I operate in Long Island Sound...a Hydrasport (1986) 1800CC with an 04' Johnson Saltwater Edition 90hp 2-Stroke. Just picked it up a week ago, had it out one day with no issues. Second day was fine until we hit a larger boat wake...then we lost top end RPM's.

In neutral both in and out of water it will rev to max RPM, no issue. In gear out of water it will rev to max RPM (probably shouldn't have tested that, but I did for a second).

Now, problem time:
In gear, in water, under power...it will rev up to 3,500, then begin to bog out. Once on plane, RPM's will slowly rise to 3,800-4,000. At that point the revs will blip for 1/2 - 2 seconds up to 4,500...sometimes 5,000, then immediately back down to the 3,800 level. It's like the throttle is not correctly opening or stuck. It wants to go, but it can't. The throttle lever is maxed out at this point.

So far we've tried:
New fuel
New oil-water separator
New Spark plugs
Fuel FIlter (checked and is clear)

Ideas: (things I have no idea what I'm doing):

1.) When hittng the boat wake, could I have slammed the throttle hard enough that now it only goes to that 3,500...would this explain any blipping from the throttle cable being lengthened or shortened from that impact? (If so, it would be odd that I'm still able to rev up fine in neutral and in-gear out of water, i.e.)
2.) Throttle Plates?
3.) Neutral Safety Switch?
4.) What is a Primer Solenoid and is that possibly a problem?

I'm lost and not sure if I need the shop or is this is something I can fix. Thanks for reading my wall of text.
