2004 merc 9.9 tilt tube removal & steering linkage questions ???

Hello
I just picked up a used 2004 Mercury 9.9 remote steer / electric start. Model number is 1-F10312CN.
The guy gave me a new part for it - it's called a 'tilt tube' - quicksilver part number 883068

Question 1:
Can anyone tell me how the old Tilt Tube is removed - is it simply by "banging it out" ?

Question 2:
Once I get the new tilt tube in using there are 2 screws (plastic?) mercury part numbers 93164 that screw to either side of the tilt tube- there is also another part, number 30954 which is called a "clip" - what is this part used for ?

Yes, you just drive it out and the clip is really a place to fasten a safety chain
