2007 fourwinns volvo penta 4.3 GL not cranking

I took the boat of storage this year and tried to get it going, it was cranking but not firing.. It cranked about 4 or 5 times and now nothing..When i turn the key i can hear a whirring noise but nothing happens.. any suggestions on what it might be

Sounds like a dead or really weak battery or loose corroded cable ends.

Engines need to crank at a certain speed to activate the ignition for starting. A slow turning engine will never start.

so I finally had a chance to get back to the boat..put the battery on a charger placed it back in the boat and was still having the same problem boat would crack for about 3-4 trys and then nothing except a whirring noise. connected my truck to the battery and boosted it from there.. boat started turned it off right away and then started it again.. it started.. so thought it was a battery problem.. went and bought a new battery yesterday put the battery in and tried to start it it would crank but not start.. tried to start it it 4-5 times cranking but not starting and then nothing at all turn the key and just get a whirring noise.. thought maybe the new battery came without being fully charged so I attached it to a booster pack and tried to start it from there nothing just a whirring noise when turning the key so I attached to a diesel truck and tried from there still the same thing no cranking just a whirring noise again... so I took a amp draw from the solenoid and turned the key I am getting 3 amps and then it drops off still making the whirring sound.. I am thinking it is the solenoid

That whirring sound is your starter turning but not engaging the flywheel. Could be a bad solenoid.
