2008 Evinrude etec 200hp will not tilt all the way up

Motor will only tilt up a little bit but not high enough to flip the support arm out of the way. I've adjusted the limit switch as far as it will go and still the same issue. Is there a limit to the limit switch? I can't see the switch very well but it sure doesn't want to move any further. It trims down just fine. Fluid levels seem good and the motor doesn't want to creep down over time. I wouldn't think it's a relay issue because it does move up and down just not all the way. But, that's why I'm here. Hopefully someone has had the same issue and can help. Thanks.

Is that the small support arm on the starboard side or the trailering support? If it's the support arm then I can't see how it can be anything but the tilt height adjuster mechanism.

You could unscrew the relief screw on the port side tilt bracket and see if you can lift it higher.

This video should help but I'm pretty sure you haven't adjusted the tilt limit correctly.
