200hp Evinrude Noisy Tilt

I have a 1980 200hp Evinrude outboard. When I tilt the motor up or down it makes a loud clicking noise, which previous topics attribute to air in the hydraulics. I checked the fluid level and it appears fine. I cycled the motor up and down a few times and continued to check the level with the engine in the full up position, and it still makes the noise. Do I need to leave the screw (in reservoir) out when I cycle the engine up and down? What am I doing wrong, or is it something else?
