200hp only turning 4200rpm

I have a 200hp Yamaha outboard on a 1992 twin console proline 19ft with a 14.25x 22'' suzuki prop. I recently installed a teleflex tach and im getting 4200 rpms and doing 38-40 mph at full throttle. The owner of the motor prior to me had the motor on a 19ft wellcraft and had it up to 52mph. And i have heard of other people with 21ft boats with 200hp mercs doin 50mph.

Prior to installing the 22'' pitch prop i had a 13.75x17'' pitch in prop and was still only reaching the same 39mph at fullthrottle. I havent tried the old prop with the tach yet.. but i wanted to get some input on the fact that im only getting 4200rpms with this prop, i should be at 5500, they say every 2 inches in pitch is 400rpms...Has anyone ever had a problem like this or similar to it? or is possible my tach is off? i have it set to 12 poles as it described in the installation manual, but there is a calibration screw could that have something to do with it? does anyone know how to cailbrate the tach? when the motor is off the rpms are right on zero though so how do you know when to calibrate and what to do. I have searched on this and finally decided to make a thread. Thanks for everyones help it is much appreciated
