my manual says there are 4 drain plugs - 2 in the block, 2 in the exhaust
I read some post on a different site that someone says there are 5
now, I know that I should rely on my manual, but I've also read posts (here) that says the manual information 'for other issues' are completely wrong

so, my question to the above - is - do I have 4 drain plugs or is there a 5th somewhere
and
these plugs - are they supposted to be removed by hand or some tool
and
when the drain plugs go back in, are there o-rings or a sealer needed before threading them back in

You should probably ask them where the 5th one is. Are you sure they were talking about a 4.3GXi-J or was it some other model.

Basically, all you can do is look all over your engine for drain plugs other than the 4 mentioned.

are they supposted to be removed by hand or some tool

Depends on how tight they are, and what type they are.

when the drain plugs go back in, are there o-rings or a sealer needed before threading them back in

I don't recall where I saw that post of the 5 plugs although I do recall something about a square bolt maybe on the intake manifold ... I'll have to rely on the manual that says 4

as for the removal of the drain plugs, what I should have asked is - when I reinstall them, is hand tight enough - or do I need to tweak them a bit with a wrench / plyers and do I use any sealer on the drain plug threads.

There is an intake manifold drain plug, but it's on carbed engines. That is what I meant about things you read. You have to be comparing apples to apples for it to mean anything.
