2016 Mercury 115 Power Tilt

I am in need of some help, my boat is quickly just becoming a paper weight. I have a 2016 Mercury 115 with power tilt/trim. Everything has been working fine, but recently my outboard will not go all the way down. It goes down and stops somewhere between half to 3/4 down. It always sticks in the same place. Bigger problem is that is random, and does not do it all the time. Sometimes you can play with it going up and down a few times and then it will go ahead and drop all the way. It almost acts like the pump is bypassing because it thinks it is all the way down. If I use the manual release it will drop all the way, so it is not a physical bind. Mercury infinite wisdom to make the manual release plastic is a whole other irritation, because now a screw driver cant turn it and I have to go upside down with a pair of pliers HAHA. If anyone can shed some light I would greatly appreciate it
