2018 mercury steering grease

Was greasing the steering grease zerk and noticed that it comes right out of the bottom holes that look there should be bolts in them. I circled in red the holes that the grease comes out. Am i missing bolts or is this normal on a 2018 Mercury 115 CT

It is normal for those holes to be empty. It is not normal for grease to exit there. Put some bolts in there to force the grease to exit where it should.
