20hp Chrysler 1968 sitting 20 years needs help

So my 80 year old dad just picked up a 14ft aluminum boat that has a 20 hp Chrysler motor. It has been sitting a long time. In the morning I will pull the drain plug from the lower unit and check the oil. If it looks good I will fill her back up. Never worked on one of these, does it have a second fill plug that the oil will come out of like a Mercruiser and where might it be? Guessing maybe check the points gap and burnish the points if not replace them. Same with the plugs. Probably should pull the carbs apart and see how bad they are. I have the parts manual on order from ebay but no owners or maintenance manual, does anyone have some scans or written suggestions describing how to get this nice little motor back in the water. So what are the chances the water pump impeller is shot? lol.

Any suggestions from anyone would very much appreciated.

Your thoughts is right. Clean the carb, check for sparks before move the flywheel and cleaning the points.
The LU has a drainplug and a vent/levelplug just above the cavitationplate.
Also change the impeller. Do not know if this site or the other websites has it, but FranzMarine will.
