25 Evinrude stuttering

I have a 1995 Evinrude 25 HP that I have been working on. It set up for 10 or 12 years until I started messing with it. I have replaced lower unit seals, thermostat, cleaned the carb 3 times, new gas tank and hose and connectors on both ends, and rebuilt the fuel pump. The motor will cold start on the first or second pull. It smokes really badly when first started, but stops after it runs for a few seconds. Compression is 123 and 125 on cylinders. It has new spark plugs.

Here is the issues I am having:
1) Motor starts and runs maybe 3 minutes at WOT and suddenly will miss just like you are holding the kill switch in for maybe one or two seconds and then keeps running perfect for a while longer until one of the 3 problems I'm describing repeats.
2) Motor will be running perfect and suddenly start missing terribly, slow all the way to idle and miss for 10 or 15 seconds, then smooth out and you can accelerate to WOT with no problem. If you try to accelerate while it is missing- it will just continue to miss.
3) It will be running perfect for a while and then I will feel a miss - just a blip- and it will repeat a "blip" once ever 3 or 4 seconds for maybe 20 or 30 seconds and then stop.

The gas is new premium non-ethanol. the plugs are not fouling and look normal colored after running. The motor has run for as long as 20 minutes with non of the problems happening. I have check the vaccum line that feeds the fuel pump for leaks and all the gas hoses and can find no issues.
The model number is E25RLEOR.

Kind of sounds like a sticky float valve in the carburetor to me. Even though it's clean you need to be sure it isn't binding or sticking closed somehow.
