25 Hp merc backfire when trying to start

My 94 merc 25 backfires when I try to start and will not fire. I have good spark and fresh fuel, seems to be getting enough gas because the plugs are wet. I even tried starting fluid but can't get it to start. I disconnected the primer to see if it was possibly stuck open but had no luck. HELP!

2 stroke/4 stroke? . serial number?
Starting fluid is BAD.

Did it used to run fine? Did you cross sparkplug wires by mistake?
