250 yamaha won't trim

I can't trim up or down at the throttle control, or on the engine. How do I release the pressure so the foot will drop under water?

I'm also having problems with rough idle and shut down. I've added stabalizer, checked the filter and find nothing unusual.

There is a manual valve screw on the starboard side of the engine (below the bolts going through the transom). There's a symbol showing motor tilt above the screw.

Turn the screw counterclockwise until it stops. Put the engine in the desired position and then tighten the screw clockwise to keep it in that position.
