25HP Evinrude Starter Lockout '75

I recently aquired a 1975 25HP Evinrude, model 25502b and the starter lockout does not function. The starter lockout I am refering to is a couple of hard plastic peices, a metal spring and a thick metal band. I know the pieces should somehow block the flywheel from turning when the motor is in gear, but for the life of me I can't figure out how to assemble it properly, and apparently nor could the guy that owned the motor before me. The manual I own does not cover assembly for these parts. Does anyone have a detailed picture of an assembled lockout as described or a repair manual that covers these parts?
