280 leg transom plate "O" rings

I have looked all over re the above, I am fitting a 280 leg with an AQD21A engine into a seamaster 23. All ok and I am navigating its instalation but having fitted the transom plate, are the rubber "o" rings the large ones which clamp either side of the transom plate lubricated or fitted dry ?

Dry, no sealer. Lube usually makes them fall off the flywheel cover of clamp ring before you get them installed.
