28hp spl

I have a johnson 28hp spl. I can't figure out. I have searched threads and rebuilt carburetor, checked spark,compression, fuel pump,ect. The motor will run like a champ for about a mile or 2 up river,then cuts out,won't idle,won't rev full rpms any more. The motor has been rigged to run tiller style. It has a full stream of water out pee hole and water out the exhaust port so don't think over heating. . There is only one repair shop in my area and they are 3 weeks out on able to check it. Any help or advice on what to do next will be greatly appreciated.

Run with a timing light hooked up.-----If the light stops blinking you have spark issues.
