290 outdrive prop

I have a 22' trophy w/ a 130hp AQ145B (4cyl) that turns 4700rpmWOT connected to a 290 outdrive and a 14x17 prop. Top speed is 22mph. some times it will just wind up and hit 6000rpm then catch again real quick. I think I might have the wrong prop. Should I go to a 14x 19or21 ??

Your RPMs seem to be close to what you need. Big issue is why is it over revving and catching? You could have a bad prop hub or your prop is banged up to the point where it is cavitating. Usually over proping can cause cavitation or not setting your drive at the proper angle.

As far as speed goes. It is determined by your available power. The more power the more pitch you can handle and the more speed you get.

Changing a prop to achieve a higher speed is not good if you do not have the power to pull it. This will put stress on your engine.
