3.0 oil in cyl

Been running boat on hose and checking plugs since head rebuild, no oil or water on plugs and good compression. Put boat in canal and stalledafter about 30 mins, saw oil on #2 plug only. When head failed I flooded motor with oil to try dissipating water and soaked it up prior to replacing. Weather is horrible but trying to brainstorm everything to check once it clears, oil level good. Wondering if enough oil could be trapped in rings to soak plug also thinking could be oil ring failure or valve seal failure but trying to figure out how to differentiate. Motor has about 2 hours on hose since head and about 45 mins in canal mostly at idle occasionally getting to about 2k rpm.

Was a full rebuild on the head done, valves, guide seals, guides measured?

If it was then you have some bad rings, probably

Full rebuild on head, new valves, guide seals. Going to try doing compression test later this week, possibly this weekend pending weather. Doesn't rule out misassembly from shop that did head. Plug looked like it was dunked in oil, seems odd that it didn't show on hose but adding a load to engine can drastically change things.
