3.7 mercrusier may be siezed

Hello I'm new here and hoping someone can help me. I purchased a 89 sunsport 186 baja last summer,the guy I bought it from said it just died on him out on the lake the summer before, and he had no idea why. Any how I bought it parked for the winter and was hoping to get it running this summer, went to try and start it today and it won't crank over, I put two bolts in the front of the crank shaft pulley to see if I could turn it by hand with a bar between the bolts, will not move. My question is what would be the easiest way to tell if it is in fact siezed.and what kind of cost am I looking at to have it repaired. Sorry for such a long post.thank you for the help

Welcome.
Remove the outdrive and see if the engine will turn,
The drive might be seized up.

Make sure throttle is in forward before removing drive.

Try adding some Marvel Mystery Oil and PB Blaster to the cylinders and let it sit for a few days. Might unfreeze.

If it stopped due to reversion and sat, you now have a boat anchor. Good news, a 4.3 can be dropped into its place with a little work
