3 hp evinrude not pulling gas into cylinder

I bought non-running1963 3 hp lightwin for 40 bucks that i would love to get going. I have rebuilt the carb and fuel system but it doesn't seem to want to draw fuel into the cylinder. When i pull the fuel line off the carb, there seems to be plenty of gas making it to the carb bowl but I can pull my arm off and the plugs are dry. If I spray some premixed gas in the cylinders it will run fine but i am running out of ideas on how to fix the problem. Appreciate any help, thanks.

What you might want to try....spray some gas (oil mixed) into the carb....will it run , as before?? Spraying gas into the cylinders will prove it runs when gas makes it TO the cylinders. By going thru the carb entry, it would prove that gas gets to the cylinders past the leaf valves. If it runs NOW...take another look at the carb.

Did you clean the main jet in carb bowl behind plug? If it's clogged, no fuel will get past your carb bowl.

Exactly what I was thinking, but my post didn't take. Here it is again:
The normal assumption must be that the orifice plug (high speed jet) is dirty. It is in the very bottom of the carburetor bowl (deep behind the hex plug), where it collects all the gunk. It must be absolutely, positively squeaky CLEAN. But don't go running wires and drills through it either. It is a precision hole and too big is as bad as too little.

Well, I sprayed some premix into the crab and it ran so it must be a carb issue, thanks much for the help. I punctured out the welch plug, cleaned everything to within an inch of its life in there , but still nothing. I am clearly missing something here. When you refer to the orifice plug, i assume you mean the factory set screw that is in place of the adjustable high speed carb adjustment needle valve? Is that correct? If so, would removing the plug, then spraying carb cleaner down it and replacing the gasket do the trick or is there something else I should look for? I am having a similar problem with a 4 hp (which has the high speed adjustment needle) and i would love it if i could solve two for the price of one. Thanks again.

Remove the plug, run a fine wire through the jet, spray some carb cleaner through it and then try it.

Did just as you described and it started and ran like a champ! Thanks much. Had the neighbour's kid not needed his bike fixed, I could have gotten into the other one.
