35 amps charging system output

Hello, Engine model J175EXEB, What would be the correct voltage output from my charging system (reg/rec) at 4,500 rpm`s? My engine has a 35amp charging system at idle speed the volt gauge shows 14+ volts, however at 3,500 or above the voltage drops to 12+ volts on the gauge. Its this normal for this system?

It is an open system so charging rate will vary. It hasn't burned up your battery so I believe that it is working properly.
