396 mercruiser with Holley Carb

Looking for help. When I started my recently rebuilt 396 Big block engine, I poured a little bit of gas down the carb and the engine started right away. After a couple of minutes the engine quit running. I tried to start it again and the engine runs fine for a couple of minutes then it quits. I noticed that the primary jets don't have any fuel coming out of them but the secondary Jets do. I changed the fuel pump thinking the old one might be weak.I took apart the primary fuel bowl and checked the float and needle setup. I lubricated everything and couldn't find anything wrong. I'm wondering what else I can check before I take the carb to a professional for rebuilding ( I'm not convinced that is the problem). Can the anti-siphon valve cause this problem? I cannot understand why the secondary jets get fuel but the primary jets do not. Any help would be greatly appreciated. Thanks.

When you took the Fuel Bowl off, did gas drain out of it? Which Holley carb are we talking about?

Don't know of any marine manufacture which used the 396, so my guess is this is a auto motor which was stuck in a boat.

Since it runs a bit each time gas is poured in, then stops, the fuel pump isn't working, or lines/tank/filters and clogged

The fuel pump is new just installed yesterday. If the secondary jets get fuel, would it still be a fuel delivery problem??
I'm trying to rule out carb problem.

Pump throttle no fuel
Disconnect fuel line at carb and place line in a container
Crank motor, if fuel pumps out then its a carb problem, if it doesn't its a fuel delivery problem

A Marine Holley would have Vent tubes that are a J/U shape, or are connected to each other, If it is is an Automotive Carb, DO NOT use it
