I would put no more than 84 inch pound on the head bolts. Which is 7 foot pounds. Start with the two center bolts and work your way out towards the outers going in a spiral configuration. I happen to own a 1955 JW-11 and a 1957 JW-13, myself. Sweet little motors, they are. Run 16:1 mix and it'll give you years of good service.

You might have to check and make sure you got the water tube, into the impeller housing. Sometimes that misses. Oil the tube up with oil and it'll slip into the grommet a lot easier and make sure the o-ring is on top of the driveshaft.
