oh yeah it is roller lifters

The 89's didn't have roller lifters, so I would guess your boat had a new engine installed at some point.
Some of the V6 engines with roller lifters didn't require valve adjustment.
Does your engine have the balance shaft?

it was rebuilt what is the balance shaft is it the cam?

No, its a shaft that is driven by a gear on the front of the cam
