4.3 v6 water in piston cylinder

i have a 2003 4.3 v6 volvo penta i drove around the lake stopped to put a skier in the water and it won't start i found that the cylinders filled up with water. i had the intake and exhaust manifolds tested and they were fine my boat does not have a flapper valve so im at a lost any help would be great

Most typical water intrusion into cylinders is from exhaust. Could be riser to exhaust manifold joint gasket, or faulty risers.

How were the intake and exhaust manifolds tested?

What is the engine model? Carbed or Injected?
