4.3 vortec will not start

I do not have a lot of info, but can get it, I have a friend that has an 1999 Four Winns 180, he had to replace the motor back in 2005. Boat runs like a top, took boat out one night for a ride, came back and put boat on lift. Returned the next day and tried to start, it tried to turn the motor and and it sounds like the start is just turning with out engaging the fly wheel. Was told it was a bad starter. Went bought a brand new starter and it does the same thing just spins with out engaging fly wheel, any ideas?

Ayuh,... Welcome Aboard,....Were the teeth on the ring gear Inspected while the starter was Off,..??

Was the 1st starter bench tested, or just assumed to be junk,..??

Has the motor had other startin' issues since the motor swap,..??

I'd guess the next step is to pull the starter, 'n look around,...

Can you turn the engine by hand? Was the 'new' engine new, or a re-build?
