4.3l gl volvo penta won't reach full rpm at wot

Took my 1998 FOUR WINNS 4.3L GL VOLVO PENTA out for weekend on the lake it ran great for the first half of the day and then became sluggish and wouldn't reach full speed or rpm I have recently replaced cap, rotor, and fuel filter need some direction as to what would cause this problem

what is the condition of your fuel? pull the fuel/water separator filter, dump the contents into a clear container (preferably glass) and let sit. if you see separation, you have water in your fuel.

I have checked the fuel as well as the throttle linkage carb is opening fully and all appears well
