4.3L GXi Not Reving Up

Hey Everyone, I have a 2005 Campion S545 with a Volvo Penta GXi 4.3l engine. Took it out of storage this winter and out to the lake. Before leaving to the lake it was filled up with premium fuel. It started up instantly. The problem I am having is that once put into gear it will not rev past 2100rpm. If it is put into neutral it will rev up without hesitation.

Oil was changed last fall
Fuel filter was also changed last fall
A new prop was put on last fall ( reinstalled old prop to ensure that wasn't causing the problem)

Where do I start looking? And testing.

The computer controlled EFI motors in most cases need to have them scanned for codes. With only knowing current symptoms and not knowing previous maintenance, I'll say this.

It takes next to no fuel to rev a motor up in neutral, it takes a lot more to rev it up in gear. Start by pulling the fuel filter and dump the contents into a clear baggie or container to see if there is anything in there besides clean gas. Also note if the filter is full of fuel or just partial. If that's good and filter was not replaced last season, replace filter and fill with clean gas prior to install.

Next get a high pressure fuel gauge and measure pressure at idle and when running
