4.3L Mercruiser ?fuel starvation?

Hey guys, first post, partly because I just ran into another problem with the boat.
Last year me and my father rebuilt our I/O because of a cracked block. The new block we ordered was ported for electronic fuel injection as opposed to mechanical, and we took the necessary means to run it (electric fuel pump, and on/off switch)(still single carb). With that said, it ran fine that summer.
Now, I believe I am experiancing a problem with the fuel supply to the engine with the following characteristics
1) If run over 3k RPM, will stall, unless you quickly pull throttle back to neutral
2) Will run at ~2500-2800 RPM (and below)without incident
3) Seems to "save" up fuel- If you are running the boat at 2.5k RPM and punch it to 4k RPM, it will almost immediatly drop RPMs and stall, but if you punch it from a idle to 4k RPM, it will run for a little while (~5, 6 seconds, mabye little more) then stall.

This is really perplexing, as it ran fine last summer.
Some of the things we have thought about are
1) bad fuel pump?
(we replaced, still no go)
2) bad gas? we topped it off before we took it out this summer, but a large amount of it is from last summer
3) carburetor? ...
4) clogged fuel filter?
- the new fuel pump came with a new filter (before the pump) and removed the filter at entrance to carb

This is all I really have info wise for you, But any help would be greatly appreciated, as we barely got any use out of the boat last summer and we just can't seem to keep this thing running.

Run that tank of fuel as low as you can and refill. Sounds like water, I had the same problem. After the second fill-up all was well.

Yep, All on the above.....
Also, Put all your filters back in.... What 1 misses, the other might catch.....
It Could be the Tank, Lines, Filters, Pump, Or the Carb it self....

Thanks alot guys - we relocated the fuel pump, cleaned out all the lines and ran some water remover additive and it seems to be working now. Thanks for the advice
