4.5 hp gear selection out of sync

I recently changed the impeller on my 1975 4.5 hp (serial# 4272225) after reinstalling the lower unit I can't get the lower unit gears to work correctly with the gear shifter. The lower unit goes on easily enough and I have tried matching the gears and the shifter in all three positions. Any tips?
