40/50 HP Merc bogs down after warm then hard to start and harder to keep running

We have 40hp/50hp (cowling says 40hp paper work says 50hp dual carb) with similar yet different issues so I thought I?d add this thread in hope we could get some of the same support.
When cold motor starts a little slow but seems to ideal fine. When under a load and well away from the dock (engine warmed up) motor starts to bog down. By reducing the throttle you can keep the engine running some of the time and after a minute or so you can throttle back up and continue this process the may be required several times. If you get to where you?re going and are there for a while the engine is alot harder to start but if it dies she?s not starting. I?ve drained the fuel and added new fuel, the carbs were recently rebuilt but I?m pretty sure they were never adjusted under load.
Any Suggestions?

Stupid question.... is the fuel tank vent open? What happens if you pump the ball when it starts to bog?

I would say the tank is vented but only because of the gas cap. The gas cap is also the fuel gage and the clear lens cover is broke off. i have temporarily protected the gas cap with a plastic bag to keep possible rain/water from entering the tank.

I've checked the ball to ensure it has presure but havent pumped while running to see if there's a differance.

Noticed another thing. Took the cowling off and noticed fuel dripping from the bowl out of the top carburetor. So when I thought the engine was starving for fuel could it have been flooded? Float maybe stuck open.

s
Took the bowls off both carbs tonight. Had little black bits of something in the upper bowl and the lower carb seemed to be clean. Put everything back together and when I pumped the ball back up with good pressure there was very little to no fuel leaking, but if i put alot of pressure I get alittle leaking. Is this normal? Any suggestions?

when I tilt the motor out of the water fuel pours out a port on each carb. is this normal?

Sounds like the carbs need rebuilt, while your at it would be good to replace fuel lines inside motor, and rebuild fuel pump. Couple of hours total work.
