40 HP Evinrude outboard - fires but won't start.

1995 Evinrude Outboard 40 hp Electric start.

After storing boat for winter. I tried to start engine, would not start. Motor turns over, fires up but stops after a second or so. Removed carb cover and drops of oil are dripping from carb. Is this normal? Bulb is firm and gas is new.
Any suggestions?

time for a carb cleaning and rebuild kits. read the TOP SECRET FILE, you skipped right over it, 1st post in this forum. is the vro still connected? if so it could be over oiling, carbs could be full of oil, not mixed fuel.

Yes the VRO is still connected.
What is the adjustment if it is over oiling? Or are you suggesting that I should disconnect it?

I have now read the carb cleaning section and will attempt that.

when the fuel line is disconnected, and the fuel evaporates out of the carb bowls, and heat builds up in the oil tank it can force oil thru the system into the carbs.
