40 hp Evinrude power trim will not raise

Mid 80's Evinrude with power tilt/trim all of a sudden will not raise. I just put this motor on my boat this spring. It worked on the trailor however it did loose pressure and start to drop. I was going to get a rebuild kit for it this fall but try and use it as it is for this summer. Went to put it in the water yesterday and the tilt would not go up. It drifted down while backing down the ramp so when I went to run it up it did nothing. It did run down when I hit the down button but absolutely nothing happens when I hit the up. Thought there might be something in the swich but can not figure out how to split the handle. I don't want to break anything. Started to follow wires back and found a small 30amp fuse that looked ok. Odd thing though is it down all the way but will still try and keep going down. Small black wire goes from battery towards the bottom of unit, I'm guessing that is a sensor to tell it the motor is down. Maybe that isn't working properly? Can not find the up and down seliniods. where are they located? Also pulled the top of the motor off and noticed moisture inside. Put it back on and now nothing at all happens. Can anyone help? I'm about at my wits end with this boat. After 8 years of no problems at all now I'm on Yr 2 of nothing but problems.
